Saints tweet that bus egged at Atlanta airport
ATLANTA (AP) ? The New Orleans Saints players say their bus was pelted with eggs by airport workers after they touched down in Atlanta.
Tight end Jimmy Graham, linebacker Will Herring and quarterback Chase Daniel tweeted about the incident Wednesday night at Hartsfield-Jackson Atlanta International Airport.
The Saints (5-6) face the first-place Falcons (10-1) Thursday night at the Georgia Dome. New Orleans won the first meeting between the longtime rivals, 31-27 on Nov. 11.
Graham wrote on Twitter: "Bus just got egged after landing in ATL by the ramp workers. Classy!"
Daniel tweeted, "Wow ... we start getting eggs thrown (at) us by airport workers! Guess they do hate us!"
Herring seems amused by the incident.

The Big East moved quickly to replace Rutgers and braced for more possible departures, getting Tulane and East Carolina to agree to join the re-invented conference in 2014.
"I would go as far to say as this is a historic day for Tulane University ... the Big East is coming to the Big Easy," school President Scott Cowen said Tuesday.
Tulane, in New Orleans, and East Carolina, in Greenville, N.C., will make it six Conference USA schools to join the Big East in the last two years.
Rutgers announced a week ago that it would leave the Big East for the Big Ten. Cowen and athletic director Rick Dickson said serious talks with the Big East began about a week ago.
"This is an unprecedented opportunity to join a national conference," Dickson said.
ECU athletic director Terry Holland said an offer to join the Big East came Sunday.
"It was a quick turnaround," he said.
Rutgers would like to join the Big Ten by 2014, along with Maryland, but the Scarlet Knights have left their departure date from the Big East ambiguous. Conference bylaws require members to give the league notification of two years and three months before departing, but the Big East has negotiated early exits for Syracuse, Pittsburgh and West Virginia in the past year.
West Virginia joined the Big 12 this year. Syracuse and Pitt will begin play in the Atlantic Coast Conference in September.
With Maryland leaving the ACC, there has been strong speculation that Connecticut or Louisville will be the next to leave the Big East as the Terps' replacement.
If either does, the conference is still on target to have 12 football members in 2014, just not the same ones it will have in 2013 when the new Big East debuts.
"We're not finished," Big East Commissioner Mike Aresco said. "We obviously have some other plans for expansion."
The Big East is also on the open market, trying to negotiate a pivotal new television contract. Aresco said that had to be put on hold for a few days as the conference regrouped after the latest defection.
Boise State and San Diego State, currently in the Mountain West, are set to join for football only starting in 2013, anchoring the Big East's new West Division. Also on schedule to join next season are current C-USA members SMU, Houston, Memphis and Central Florida.
Navy has committed to join the Big East for football in 2015. The conference had planned to find a 14th member to balance out its divisions even before Rutgers left. BYU and Air Force were top targets for that spot.
Aresco said that the Big East could even expand to 16 members, depending on what schools are available.
"We have to let that play out," he said.
Officials from San Diego State and Boise State have said they are still committed to joining the Big East. Boise State President Robert Kustra reiterated that position in a statement Tuesday.
"The Big East is proactively responding to the national changes in conference affiliations, and Boise State remains committed to building and competing in a strong Big East future," he said.
Boise State and SDSU officials have expressed a desire for the conference to add more schools out West.
"We absolutely will be looking at some western schools," Aresco said.
The Big East's membership also includes seven schools, including Georgetown and St. John's, that either do not have football teams or don't compete at the FBS level, but have helped it become a premier basketball conference.
Tulane seems an odd choice based on the school's recent performance in football and men's basketball, the two most prominent sports.
The Green Wave haven't been to a bowl game since 2002 and last made the NCAA men's basketball tournament in 1995. Tulane just completed a 2-10 football season under first-year coach Curtis Johnson.
It hasn't always been this way for Tulane. Cowen said in the decade before Hurricane Katrina devastated the school in 2005, forcing it to shut down for a semester, Tulane won more sports championships than any program in C-USA.
Cowen said it took three years for the university to fully recover.
"Once we recovered financially and academically, we invested heavily in athletics," he said.
He said the school has sunk $125 million into the athletic department for facilities and coaches. Tulane will open a new on-campus football stadium in 2014, which the school hopes will rejuvenate interest in the team.
The Green Wave currently play their home football games in the Superdome but have struggled to draw fans. Tulane's average attendance for home games was 18,085 this season.
The Big East has been trying to gather as many major television markets as possible and New Orleans comes in at 53rd-largest in the country. Tulane also provides a regional rival for Memphis.
East Carolina has been a consistent winner in football and looked to get in the Big East for years. The Pirates have played in a bowl five out of the last six years and finished 8-4 this season, just missing out on a trip to the C-USA title game. The Pirates also have no problem drawing fans, with an average attendance of more than 47,000 per home game.
Holland said East Carolina's next step is to find an "equally exciting and competitive environment for the 18 sports other than football."
Conference USA had already replaced the previously announced departing members. Next season Louisiana Tech, Florida International, North Texas and Texas-San Antonio will join C-USA, giving it 16 football schools.
In 2014, Old Dominion will join C-USA, and Charlotte is scheduled to join with its fledgling football program in 2015.
"To be clear, we have several options but no new member agreements have been made at this time," C-USA Commissioner Britton Banowsky said. "We appreciate the support of our members and will immediately begin a presidentially led process to evaluate our future options."

The Extraordinary Demands Placed On Parents Raising Asperger's
Moms and dads of kids with Asperger?s Syndrome (AS) and High-Functioning Autism (HFA) play multiple roles. Often, they are the first adults to recognize a developmental problem, and they should pursue their concern until they receive a diagnosis and find services for their youngster. Once they become involved in a treatment program, moms and dads should be active partners in their youngster?s treatment process to ensure that skills learned in therapy transfer to the home-setting, school, and community at large. As members of the individualized education plan (IEP) team, moms and dads should also be active advocates for the youngster, ensuring that the educational process goes forward smoothly.

These many demands on moms and dads occur in the context of family life, including the needs of siblings, parents as individuals and as a couple, and family needs as a whole. In addition, the parents of AS and HFA? kids may experience sadness, anger, disappointment, or other complex emotions that can accompany the initial discovery that their youngster has a developmental problem and the ongoing need to make sacrifices to serve the needs of their youngster. Most families cope effectively with these demands, but some may encounter significant stress as they raise their AS and HFA youngster.
Specific knowledge, skills, and scientifically-based information about Autism Spectrum Disorders and their treatment are needed. The mastery of specific teaching strategies that enable parents to help their youngster acquire new behaviors and an understanding of the nature of AS and HFA and how it influences their youngster?s learning patterns and behavior is paramount. Moms and dads also need to be familiar with special education law and regulations, available services, and how to negotiate on behalf of their youngster. Furthermore, some parents need help coping with the emotional stress that can follow from having a special needs youngster.
The fact that parents serve a key role in effective treatment for their youngster is not without costs, and the implications for family life are considerable. Many moms and dads face multiple, demanding roles. Research suggests that while many families cope well with these demands, the education of a youngster with AS and HFA can be a source of considerable stress for some families. In general, moms report more stress than do dads, often describing issues related to time demands and personal sacrifice. Among specific concerns expressed by moms are:
- the community?s acceptance of their youngster
- the youngster?s ability to function independently
- worry about their youngster?s welfare in the years ahead
Moms of kids on the spectrum also report more stress in their lives than do moms of kids with other disabilities (e.g., ADHD).
Dads of kids on the spectrum report more disruption of planning family events and a greater demand on family finances than do dads whose kids are developing typically. These three groups of males do not differ, however, on measures of perceived competence as a father, marital satisfaction, or social support.
In a study of families who had a boy on the spectrum under the age of 6 referred to the TEACCH (Treatment and Education of Autistic and Related Communication Handicapped Kids) program, studies found that, while dads assumed some role in the youngster?s care, moms carried a much greater burden. This difference was not due solely to employment outside of the home. Moms who worked in jobs outside of the home still had greater childcare burdens than their employed spouses. The study also found that meaningful support from one?s spouse was an important predictor of the quality of parenting in the home.
The time spent working with a youngster with AS and HFA is sometimes stressful and demanding, but it also has the potential to reduce family distress and enhance the quality of life for the entire family ? including the youngster on the spectrum. Techniques like individualized problem solving, in-home observations and training, and didactic sessions have been employed with families. Moms who learned skills based on the TEACCH model of education for their youngster showed a decrease in depressive symptoms over time in comparison with a group of moms not given this training.
One study found that teaching moms and dads how to use pivotal response training as part of their applied behavioral analysis instruction resulted in happier parent-child interactions, more interest by the moms and dads in the interaction, less stress, and a more positive communication style. The use of effective teaching methods for a youngster with AS and HFA can have a measurable positive impact on family stress. As the youngster?s behavior improves and his skills become more adaptive, families have a wider range of leisure options and more time for one another. To realize these gains, the mother and father must continue to learn specialized skills enabling them to meet their youngster?s needs.
Many moms and dads can learn to cope with the demands of parenting a youngster with AS and HFA once they learn about the emotions with which they are dealing with ? and how to address them. Not all moms and dads experience these feelings. However, it is helpful for them to be aware of the various emotions involved ? and to realize that their experiences and feelings are normal.

Rebels patrol in Congo city as deadline passes
GOMA, Congo (AP) ? Rebels widely believed to be backed by Rwanda and Uganda held their positions in this key eastern Congolese city that they seized last week, letting a midnight deadline for their withdrawal expire in the early hours of Tuesday.
Trucks loaded with fighters belonging to the eight-month-old M23 rebel group patrolled the empty streets of this regional capital, as the ultimatum issued by the regional bloc representing nations in the Great Lakes region of Central Africa came to an end. Earlier in the day, the rebels announced that they plan to move their headquarters to this city of 1 million later this week, another sign that they do not intend to respect the demands of mediators.
For the first time since the fall of Goma eight days ago, the Congolese government acknowledged that it had entered talks with the rebels who handed Congo's military its most humiliating defeat since Goma was last overrun by fighters nearly a decade ago. The two sides were meeting in Kampala, the capital of neighboring Uganda. On Monday, the head of the M23 rebels confirmed that he was en route to Uganda to join in the negotiations.
"We are still waiting to hear about the outcome of the meetings in Kampala. We should receive a document about it tomorrow. The president (of the M23) came back this evening. But given that we do not know what is asked of us we did not move out of our positions," said Bertrand Bisimwa, spokesman for M23's political branch.
As the deadline loomed, the Congolese military appeared to be regrouping in the town of Minova, 60 kilometers (36 miles) to the south, but they appeared disorganized and not in position to launch an immediate assault on Goma. It has left residents on tenterhooks, worrying that they will be caught in the crossfire between rebel and government forces.
Congolese Prime Minister Augustin Matata Ponyo confirmed that President Joseph Kabila had met in recent days with the rebels in Kampala. He said that the government is leaning toward "the avenue of dialogue and peace," suggesting that it is unlikely that the military will try to take Goma by force if the ultimatum is not respected.
"Any action to take back the city of Goma by force will without doubt result in enormous human loss," said Matata Ponyo in a telephone interview with The Associated Press on Monday. "President Kabila is giving priority to the road that will lead to the least loss," he said. But he added: "I think (the rebels) will abide by it (the ultimatum)."
The deadline was issued by the International Conference for the Great Lakes Region on Saturday and gave the M23 rebels two days to retreat to 20 kilometers (12 miles) outside of Goma. It expired at midnight on Monday night.
The regional group is attempting to negotiate an end to the fighting, but it did not threaten any consequences if the rebels don't depart. Uganda and Rwanda belong to the group and they are hardly neutral. Both countries back the rebels, according to a U.N. report released last week, and they would be unlikely to go to war with M23 over the seizure of Goma.
Residents fear that if the Congo army attempts to regain Goma, there will be bitter fighting.
"I am worried the fighting will come back to Goma soon if the army attacks again. Last week, we were so scared. I don't want to go through that again," said Amani Zaliwa, a Goma resident.
In the hours before the midnight ultimatum, armed M23 rebels could be seen driving slowly in a Land Cruiser past United Nations troops stationed at traffic circles in downtown Goma. Others carried out foot patrols on the main arteries. The U.N., which has hundreds of peacekeeping troops stationed in Goma, did little to halt the rebels' advance into the city a week ago, saying that the U.N. mandate did not allow them to engage the fighters.
Tens of thousands of Congolese have fled to refugee camps for safety. Aid organizations struggled to provide them with food and supplies. When a rainstorm hit the Munguna-3 camp, about 7 miles (11 kilometers) south of Goma, children held out their hands to catch the water and drink it. They were quickly imitated by adults.
M23 is made up of hundreds of soldiers who deserted the Congolese army in April. The rebels accuse Congo's government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army.
Matata Ponyo said that the Congolese president agreed to meet with the rebels in order to hear their demands and in a good faith effort to avoid bloodshed. In the early months of the rebellion, the M23 said that the Congolese government had not paid them well, and had discriminated against people from the Tutsi ethnicity, which makes up the bulk of their ranks. A U.N. report released last week, however, said that the rebels were backed by Rwanda, and to a lesser extent Uganda, and most likely were fighting for a greater share of Congo's mineral riches.
Matata Ponyo said that things like greater pay are on the table, but Congo's territorial integrity is off limits.
"These are borders that were drawn in Berlin in 1885. More than 100 years have passed ? no. It's not negotiable," he said.

Maine should 'divorce' legal, ceremonial aspects of marriage ...
The voters of Maine have spoken, and same-sex marriage will soon be legal in the state.
There are undoubtedly those in the voting minority who feel their religious or cultural beliefs are harmed by the referendum result. Those in the voting majority may also feel hurt because their basic civil rights are still being questioned. How do we bridge this clash of values between civil rights and religious or moral beliefs?
Before and during the same-sex marriage referendum campaign, others, and I, began advocating a separation between the legal recognition of a relationship between a loving couple and the celebratory observance. I believe Maine should now, as a result of this election, ?divorce? the civil rights of couples from the celebrations, religious or otherwise, of their relationship.
Examples of these civil rights, previously available to married couples but not domestic partners, included tax and other financial advantages, transfers and inheritance of property, court testimony, child custody and health care and survivor benefits. These and all other rights will now be available to any legally married couple.
Currently, the legal knot between a couple can be tied by a notary public, a lawyer, a judge or an ordained member of the clergy in Maine. (It can also be performed with a temporary authorization by someone who is not a Maine resident). I believe the state of Maine could, and should, determine that the civil and legal rights of couples ought to be conferred only by a notary public, a lawyer or a judge. This could be called a ?civil union? or ?marriage? or any term the state chooses to give it.
The sanctification, celebration or confirmation of the relationship, with no legal aspects to it, could be performed by an ordained clergy member, or any other person chosen by the couple. This could be called a ?wedding? or ?commitment ceremony? or ?marriage? or whatever term the public and participants give to that event. Couples would not need to go through this second ceremony to gain all the legal rights that any couple currently ?married? now has.
While this separation doesn?t resolve all differences of viewpoints, it does more easily allow those with opposite views to maintain their own beliefs about what we now call ?marriage.? Those who want equal rights and treatment will get it through the legal ceremony; those who want to maintain their own religious and cultural ideas of what ?marriage? means to them will have it through their ?commitment? or ?wedding? ceremony.
This redefinition of who can perform ?marriages? creates a clearer separation between church and government, which has been a cornerstone of our political system for centuries. That blurred line has been a major part of the conflict surrounding marriage, since those with religious beliefs against same-sex marriage have opposed it, in part, because they see marriage as both a religious and legal institution.
This separation would clarify what the government?s role should be ? ensuring that certain classes of people are guaranteed their legal rights ? and where it shouldn?t have a role ? in how couples celebrate their relationship.
With this ?divorce? of civil rights from ceremony, religion wouldn?t have to worry as much about government telling it how to perform weddings, and same-sex marriage advocates wouldn?t have to be as concerned with religion trying to define loving relationships in a way that denies some couples their legal rights.
The 2013 Maine Legislature could accomplish this ?divorce? by altering those authorized ?to solemnize marriages? in Title 19-A of the Maine statutes. Currently, it includes justices or judges, lawyers who are admitted to the Maine Bar, notary publics, ordained clergy and nonresidents who obtain a ?temporary registration certificate.?
By limiting the right to ?solemnize? to only justices or judges, lawyers and notary publics, it would be clear that the ceremony was specifically for legal purposes. Couples could then celebrate and confirm their relationship in any way they chose ? religiously or nonreligiously, with or without clergy, or not at all.
I hope the Maine Legislature will consider and pass this change in the 2013 session.

US defends 'enormous' climate efforts at UN talks
DOHA, Qatar (AP) ? The U.S. defended its track record on fighting climate change on Monday at U.N. talks, saying it's making "enormous" efforts to slow global warming and help the poor nations most affected by it.
Other countries have accused Washington of hampering the climate talks ever since the Bush administration abandoned the Kyoto Protocol, the 1997 treaty limiting emissions of heat-trapping gases by industrialized countries. As negotiators met for a two-week session in oil and gas-rich Qatar, U.S. delegate Jonathan Pershing suggested America deserves more credit.
"Those who don't follow what the U.S. is doing may not be informed of the scale and extent of the effort, but it's enormous," Pershing said.
He noted that the Obama administration has taken a series of steps, including sharply increasing fuel efficiency standards for cars and trucks, and made good on promises of climate financing for poor countries. A climate bill that would have capped emissions stalled in the Senate.
"It doesn't mean enough is being done," Pershing said. "It's clear the global community, and that includes us, has to do more if we are going to succeed at avoiding the damages projected in a warming world."
The two-decade-old U.N. talks have not fulfilled their main purpose: reducing the greenhouse gas emissions that scientists say are warming the planet.
The goal is to keep the global temperature rise under 2 degrees C (3.6 F), compared to pre-industrial times.
Efforts taken so far to rein in emissions, reduce deforestation and promote clean technology are not getting the job done. A recent projection by the World Bank showed temperatures are expected to increase by up to 4 degrees C (7.2 F) by 2100.
Scientists warn that dangerous warming effects could include flooding of coastal cities and island nations, disruptions to agriculture and drinking water, the spread of diseases and the extinction of species.
Attempts to forge a new climate treaty failed in Copenhagen three years ago, but countries agreed last year to try again, giving themselves a deadline of 2015 to adopt a new pact.
Several issues need to be resolved by then, including how to spread the burden of emissions cuts between rich and poor countries. That's unlikely to be decided in the current talks in the Qatari capital of Doha, where negotiators from nearly 200 countries are focusing on extending the Kyoto Protocol, and trying to raise billions of dollars to help developing countries adapt to a shifting climate.
"We owe it to our people, the global citizenry. We owe it to our children to give them a safer future than what they are currently facing," said South African Foreign Minister Maite Nkoana-Mashabane, who led last year's talks in Durban, South Africa.
The U.N. process is often criticized, even ridiculed, both by climate activists who say the talks are too slow and by those who challenge the scientific near-consensus that the global temperature rise is at least partly caused by human activity, primarily the burning of fossil fuels like coal and oil.
The concentration of greenhouse gases such as carbon dioxide has jumped 20 percent since 2000, according to a U.N. report released last week. The report also showed that there is a growing gap between what governments are doing to curb emissions and what needs to be done to protect the world from potentially dangerous levels of warming.
"Climate change is no longer some distant threat for the future, but is with us today," said Greenpeace climate campaigner Martin Kaiser, who was also at the Doha talks. "At the end of a year that has seen the impacts of climate change devastate homes and families around the world, the need for action is obvious and urgent."
Many scientists say that extreme weather events, such as Hurricane Sandy's onslaught on the U.S. East Coast, will become more frequent as the Earth warms, although it is impossible to attribute individual weather events to climate change.
The Kyoto Protocol is seen as the most important climate agreement reached in the U.N. process so far. It expires this year, so negotiators in Doha will try to extend it as a stopgap measure until a wider deal can be reached.
The problem is that only the European Union and a handful of other countries ? that together are responsible for than 15 percent of global emissions ? are willing to set emissions targets for a second commitment period of Kyoto.
The U.S. rejected the Kyoto accord because it didn't impose binding commitments on major developing countries such as India and China, which is now the world's top carbon emitter.
China and other developing countries want to maintain a clear division, saying climate change is mainly a legacy of Western industrialization and that their own emissions must be allowed to grow as their economies expand, lifting millions of people out of poverty.
That discord scuttled attempts to forge a climate deal in Copenhagen in 2009 and risks a recurrence in Doha, as talks begin on a new global deal that is supposed to be adopted in 2015 and implemented in 2020.
Environmentalists found the choice of Qatar as host of the two-week conference ironic. The tiny Persian Gulf emirate owes its wealth to large deposits of gas and oil, and it emits more greenhouse gases per capita than any other nation.
Qatar has not even announced any climate action in the U.N. process, and former Qatari oil minister Abdullah Bin Hamad al-Attiyah didn't do so when he opened the conference Monday.
"We should not concentrate on the per capita (emissions). We should concentrate on the amount from each country," al-Attiyah told reporters. "I think Qatar is the right place to host" the conference, he said.

A checklist to see whether debt reduction is real
WASHINGTON (AP) ? President Barack Obama and leaders of the lame-duck Congress may be just weeks away from shaking hands on a deal to avert the dreaded "fiscal cliff." So it's natural to wonder: If they announce a bipartisan package promising to curb mushrooming federal deficits, will it be real?
Both sides have struck cooperative tones since Obama's re-election. Even so, he and House Speaker John Boehner, R-Ohio, the GOP's pivotal bargainer, have spent most of the past two years in an acrid political climate in which both sides have fought stubbornly to protect their constituencies.
Obama and top lawmakers could produce an agreement that takes a serious bite out of the government's growing $16 trillion pile of debt and puts it on a true downward trajectory.
Or they might reach an accord heading off massive tax increases and spending cuts that begin to bite in January ? that's the fiscal cliff ? while appearing to be getting tough on deficits through painful savings deferred until years from now, when their successors might revoke or dilute them.
Historically, Congress and presidents have proven themselves capable of either. So before bargainers concoct a product, and assuming they can, here's a checklist of how to assess their work:
OVERALL DEFICIT CUTS
The House and Senate have four weeks until Christmas. Their leaders and the president want a deal before then. Bargainers are shooting for a framework setting future debt-reduction targets, with detailed tax and spending changes to be approved next year but possibly some initial savings enacted immediately.
Obama has suggested 10-year savings totaling around $4.4 trillion.
Passing a framework next month that sets deficit-cutting targets for each of the next 10 years would be seen as a sign of seriousness. But look for specifics. An agreement will have a greater chance of actually reducing deficits if it details how the savings would be divided between revenue increases and cuts in federal programs, averting future fights among lawmakers over that question.
Better yet would be including a fast-track process for passing next year's tax and spending bills if they meet the savings targets so they can whisk through Congress without the possibility of a Senate filibuster, in which 41 of the 100 senators could kill a measure they dislike.
Another sign of sincerity: An enforcement mechanism that imposes savings automatically if lawmakers gridlock over details. Legislators' efforts now to avert January's combination of automatic tax boosts and spending cuts underscores the effectiveness of forcing them to act.
Less impressive would be verbal pledges by the White House and congressional leaders to meet deficit-cutting goals without passing legislation inscribing the figures into law.

TAXES
A deal that specifies where revenue would come from would lay important groundwork for next year's follow-up bill enacting actual changes in tax laws.
The biggest clash has been over whether to raise income tax rates on earnings over $200,000 annually for individuals, $250,000 for families. Obama wants to let them rise next year to a top rate of 39.6 percent but has suggested he would compromise. Boehner and other Republicans oppose any increase above today's top marginal rate of 35 percent. Instead, they advocate lower rates and eliminating or reducing unspecified deductions and tax credits. Settling that would resolve the toughest impediment to a deal.
Raising money from higher rates, closing loopholes or a combination of the two would create real revenue for the government. The problem is many tax deductions and credits , such as for home mortgages and the value of employer-provided health insurance, are so popular that enacting them into law over objections from the public and lobbyists would be extremely difficult.
With the price tags of tax and spending laws typically measured over a decade, delaying the implementation date can distort the projected impact of a change on people and the government's debt.
Tax cuts written to expire in a certain year can put future lawmakers under political pressure to extend it. That is what Obama and Congress face today with the January expiration of tax cuts, including many enacted a decade ago under President George W. Bush.
Even more questionable are assumptions that overhauling tax laws will boost economic activity and thus produce large new revenues for the government. Many Republicans and ideologically conservative economists contend that's the case, but most economists say there is no sound way to estimate how much revenue can be generated from strengthening the economy by revamping the tax system. Many believe the amount is modest.

SPENDING
A serious agreement should specify how much savings would come from entitlements, meaning those big, costly benefit programs such as Social Security and Medicare. It also should say how much would come from discretionary spending, which covers federal agency budgets for everything from the military and national parks to food safety inspections and weather forecasts.
Why the need for specificity?
Because spending for entitlements occurs automatically, accounts for nearly two-thirds of federal spending and is the fastest growing part of the budget. Discretionary spending has been shackled by past budget deals and, according to the nonpartisan Congressional Budget Office, is moving toward falling below 6 percent the size of the economy by 2022, the lowest level in at least 50 years.
A sincere effort to control expenditures would focus on entitlements, the true source of the government's spending problem. An agreement that envisions deep discretionary cuts risks a reliance on savings that future lawmakers could find unbearable and rescind.
Savings that come from weeding out waste, fraud and abuse, which sounds good but are difficult to find, or rely on one-time sales of federal assets should be treated with suspicion.
Deep cuts that take effect in the future, say after Obama leaves office in 2017, might be better than imposing them now and hurting an already weak economy by reducing spending.
But delayed cuts also open the door for Obama's successors and future Congresses to roll them back. In 1997, Congress voted for cuts in Medicare reimbursements to doctors; those cuts have grown so large that lawmakers now vote annually to restore the money.
Postponing the implementation of spending increases already scheduled to take effect, such as federal health insurance subsidies under Obama's health care overhaul, saves money upfront but makes no permanent changes that would ease future spending pressures.
Another debatable source of deficit reduction would be the hundreds of billions of dollars the Obama administration says the government is saving by winding down wars in Iraq and Afghanistan. While there is no question those expenditures are dropping, the government has run huge deficits while those wars were waged, so there's no money being left unspent as those wars end.

After Sandy?s deluge, mold and dust pose threats

From his perch on top of his father?s house in Breezy Point, N.Y., Ken Court can see an array of health disasters in the making.
?There are asbestos roofs that have collapsed near the ocean,? says Court, a 52-year-old roofer. ?There is a lot of dust. You see people walking around with masks on. You use the hand cleaners all day long.?
Breezy Point sits at the tip of the peninsula jutting into the waters south of Brooklyn where Jamaica Bay, New York Bay and the Atlantic Ocean come together. Much of the close-knit, blue-collar neighborhood was destroyed when Superstorm Sandy hit three weeks ago ? swamped in the storm surge, roofs ripped by flailing winds or burned to the ground?in a six-alarm fire that took out block after block of homes.
Now it?s one of the last places left without power or clean water, with no ETA on when either will be restored. And as Court works day in and day out to clean up the mess, he sees long-term trouble wherever he looks.
"You should really wear masks. I remember that everyone in 9/11, when they went there to help, they got sick,? Court told NBCNews in a telephone interview.
Asbestos and other chemicals from the collapsed World Trade Centers created a pall of dust that persisted in lower Manhattan for months after the Sept. 11, 2001 attacks. Firefighters, police and other rescue workers are eligible for federal compensation for the illnesses they have developed since the cleanup ? most recently 50 different types of cancer.
People who were in the area have higher death rates in general than similar populations, and were especially likely to develop respiratory diseases and asthma. Asbestos can cause a rare type of lung cancer called mesothelioma.
While the dust caused by the Sandy cleanup isn?t nearly as bad, Court isn't taking chances. Asbestos is only a problem if it is kicked up in dust and breathed in ? but he?s seeing plenty of dust being generated as wrecking crews pile up and remove the debris. "Those corrugated roofs on the houses down by the ocean ? they?re all asbestos,? he said.
The New York City Department of Health and Mental Hygiene advises on its website that "While Sandy has not caused problems with outdoor air quality, indoor dust, mold, fumes from temporary heating sources and the use of strong cleaning products can be irritating to the eyes, throat, and lungs. Dust can also be produced by repair and debris removal. In addition, debris removal and repair work can lead to injuries of various types.?

Breezy Point residents clean up after Hurricane Sandy

What concerns Court most, however, is mold. His 79-year-old father, Rod, has emphysema ?and needs supplemental oxygen. ?We got a foot of water up into the first floor. We are just ripping everything out and starting fresh,? said Court, who grew up in Breezy Point and who now lives in Port Jefferson Station on Long Island.
?Right now I have men ripping out the tile. We can?t take a chance with mold with my dad,? Court added. ?Now that we took up the tile floor, it?s all wet under there and it?s black.?
Health officials say Court?s doing the right thing. Anything that might turn moldy should be removed or cleaned with a bleach solution. Mold spores can cause allergic reactions or asthma in people who are sensitive to them.
The Centers for Disease Control and Prevention has done many studies on the health dangers that linger after hurricanes, but the CDC's parent agency, the Health and Human Services Department, is not making federal officials available to talk about Sandy's aftermath.
Still no clean water
Despite the flooding that swamped water treatment plants, poured into subway tunnels and flushed raw sewage into rivers, most of New York City?s tapwater supply remained clean. But Breezy Point?s water pipes were damaged so badly that the water still isn?t safe to drink, according to local authorities.
?Breezy Point Cooperative is in the process of re-establishing its internal drinking water system and the City will meet with the Breezy Point Cooperative to ensure that it can safely and reliably provide potable water to its residents," the New York health department said in a statement.
?DO NOT drink the water from the faucets. Do not use this water to cook, wash yourself or wash food, make ice, brush teeth or for any other activity involving consumption of water,? the Breezy Point Cooperative web site advises. It?s not even okay to boil it ? meaning chemicals could be contaminating the water, also.
Andrew Juhl, an ecologist and oceanographer at Columbia University, has been testing the waters around New York City for years and knows well what could have seeped into the broken water pipes at Breezy Point.
?With the hurricane there was this enormous flood of water that came into the city and flooded sewage treatment plants and also damaged pipes,? Juhl told NBCNews. ?It is possible that there was a lot of sewage released. We don?t really know. No one was out sampling at that time.?

His tests the days after Sandy hit showed lots of bacteria in the water, however ? enough to where people shouldn?t touch the water without washing afterwards.
?We measure Enterococcus,? he said. It?s found in the guts of warm-blooded animals, including people. ?If you find it in the environment, you know it was recently in the body of a warm-blooded animal.? While enterococci are not themselves a big threat to health, if they?re in the water, so are other germs. These include anything that the people and animals in the area contribute to sewage, from hepatitis to parasites such as Cryptosporidium and Giardia lamblia that may cause diarrhea and stomach cramps.
One thing that people may fear is cholera, but cholera isn?t commonly found in New Yorkers, and so it?s very unlikely to be in the sewage or water.
?The most common illness that people get is gastrointestinal problems,? Juhl says. ?They get nausea, diarrhea, cramping, skin rashes, eye infections -- that kind of thing.?
You don?t have to drink the water to get ill ? people who touch the water can touch their eyes, mouths and noses and become infected. Juhl?s team sampled flooded basements in Queens and found the water was teeming with bacteria commonly found in sewage. They also found germs all over dried-out storm debris.
?The stuff we sampled up in Rockland County had been sitting around dry for a week and it still had really high (bacterial) counts. That actually surprised me,? Juhl said. ?We haven?t done that kind of sampling before and we don?t have a context for it.? Maybe there are really high counts there all the time.?
Nonetheless, it could make people handling it sick. ?They should wear gloves. They should wear face masks. They should make sure they clean themselves really well before they eat. We don?t know what the specific threat is. l would be prudent,? Juhl advises.
Court?s doing just that. ?Most people are wearing protective equipment when they are working in the basements,? he said. ?You wear boots.?
